| Resumen : | Esta tesis trata sobre la actualidad en la que vivimos, una etapa de diversidad de cambios normativos con la finalidad de mejorar la Ley Orgánica del Sistema Nacional de Compras Públicas. Esto se da por medio de la Ley Orgánica Reformatoria de la Ley Orgánica del Sistema Nacional de Contratación Pública y resoluciones dictadas por el SERCOP, Trayendo como consecuencia complicaciones operativas al servidor público, producto de las inconsistencias, ausencias y contradicciones que existen entre la Ley y el Reglamento, esto se ve agravado por las emisiones de Resoluciones del Servicio Nacional de Contratación Pública SERCOP (Antes Instituto de Contratación Pública INCOP),….. |
| Descripción : | This thesis is talking about our recently ways to live in this “modern millennial”, a period of diversity and regulatory that’ve been trying to make better the General Regulations of the Organic Law of the National Public Procurement System, regulations based on changes and reforms of the General Regulations of the Organic Law of the National Public Procurement System and Resolutions from the National Public procurement service SERCOP (formerly Institute of Public INCOP procurement). All this changes and reforms have caused operative complications to the public servant. This problems are product of the inconsistence, deficiency and contradictions on the law that we are talking about; actually, all this problems are going to worst. The new resolutions from the National Public procurement service SERCOP (formerly Institute of Public INCOP procurement) to change the process and no update the platform web at the same time is creating several problems to people who need the platform to work and can’t do it, making mistakes about give grants about different works……….. |
